The commission is conducting a study of the responsibilities of state and local government to furnish services to citizens in order to recommend which services government should provide and the respective responsibilities of the state and local government to provide and fund such services as requested by the legislature in HCR 148 of the 2001 Regular Session and HCR 18 of the 2002 First Extraordinary Session. The resolutions reference the Select Committee on Fiscal Affairs report and the NCSL report on Critical Issues in State-Local Fiscal Policy, Part 1: Sorting Out State and Local Responsibilities.
